BUENOS AIRES — Abortion rights activists in Argentina have formally started the second round in their effort to advance reproductive rights in the land of Pope Francis, buoyed by the hope that the country’s transformed political landscape will put their goal within reach.

Two years ago, activists organized a powerful grass-roots movement that helped persuade the lower house of Congress to vote in favor of legalizing abortion, but the Senate narrowly voted down the bill.

Women are dying every year in Latin America because those in power treat abortion as a moral, religious issue rather than what it is: a health crisis. There is nothing moral about letting women die year after year. Decriminalizing abortion in Latin America is an immediate emergency — you cannot forbid abortion, you can only force women to die trying.

Elizabeth was only 24 years old when she died from septic shock and inflammation in her uterus after attempting to terminate a pregnancy with parsley. The mother of two was rushed to the hospital in Buenos Aires. Her uterus was removed, but the attempt to save her life failed.

BUENOS AIRES — Lucía Bulat, a 19-year-old medical student, was dancing on the steps of the congressional palace in Buenos Aires as she looked out on a crowd of abortion rights demonstrators who had gathered in Argentina’s capital.

“It’s a beautiful day,” Ms. Bulat said on Tuesday. “We’re empowering ourselves and demanding our rights. We can’t let people keep telling us what we can and cannot do with our own bodies.”
