MANILA, Philippines—The United Nations Human Rights Committee (UNHRC) called on the Philippine government to decriminalize abortion and improve sexual and reproductive health services such as post-abortion healthcare in the country.
UNHRC, in a recently released concluding observation at its 136th session, said it acknowledged the Philippines’ “efforts to reduce unsafe abortion and maternal mortality.”

MANILA, Philippines—In the Philippines, where abortion—a common health care procedure to end a woman’s pregnancy—remains illegal, the number of women who undergo induced, unsafe abortion continues to increase every year.
Under the 1987 Constitution and the Revised Penal Code, abortion is classified as a criminal offense and is punishable by up to six years in prison for doctors and midwives who perform the medical procedure, and by two to six years in prison for women who undergo the procedure.

Lawyer prepares draft bill decriminalizing abortion, earns support and condemnation

A woman’s rights lawyer publicly announced last week that she had prepared a proposed draft bill that would seek to decriminalize abortion in the country, a move that earned her massive praise as well as criticism.
In her online statement, Clara Rita Padilla, the executive director of the organization EnGenderRights wrote, “Amidst the COVID-19 havoc, here is the bill I’m finalizing to decriminalize abortion in the Philippines. This bill when passed into law can save women’s lives.”

Atty. Clara Rita Padilla is finalizing a first draft of the Philippine Safe Abortion Advocacy Network (PINSAN) Decriminalizing Abortion to Save Women’s Lives bill, which aims to amend article 256-259 of the Revised Penal Code and establishes institutional mechanisms for the protection and support of women.
“This bill, when passed into law, will save the lives of many women,” Padilla told Manila Bulletin.

MANILA, Philippines – It was a desperate cry for help.
On the evening of August 2, 2015, a woman with username "aifa2500" posted on an online forum in the Philippines. She had gotten an abortion a day prior, from a backstreet abortionist she referred to as "Miss Shine."
In broken English, she explained that she had gone for her procedure to abort her 6-month-old fetus. Upon arrival, she explained she was made to go to the toilet to pee, before being asked to remove her pants and underwear because “she's going to put the catheter to push the baby out.”
