Republicans scrambling to address mounting backlash to abortion bans have landed on what they hope they can market as a moderate political compromise: limiting abortion after 12 weeks of pregnancy.

Over the last month, Republicans in North Carolina and Nebraska have passed 12-week abortion bans, a dramatic reduction in access for states that previously allowed abortion up until 20 weeks and 22 weeks, respectively.

Saskatchewan doctors now compensated for providing abortion pill

REGINA – Saskatchewan became the last province in Canada to bring in universal coverage for the abortion pill and two years later the province is finally paying doctors who provide it.

On Oct. 1, the province started offering a billing code for physicians who offer Mifegymiso, which terminates early pregnancy up to nine weeks.

Mrs. K was a refugee who recently arrived in the U.S. to reunite with her husband and children. They arrived safely a few weeks ahead of her. On her initial refugee health exam, Mrs. K discovered she was six weeks pregnant. She had just arrived after escaping persecution in southeast Asia and faced the tremendous task of settling herself and her family in a new home. It was impossible for her to contemplate bringing another child into her family at the time. When Mrs. K came into the primary care clinic where I work seeking a medication abortion, I was happy to help her through the process.

In California, where my primary practice is located, any pregnancy-related care, including abortion care, is covered by Medicaid. Any person who is eligible for Medicaid and seeking an abortion for any reason can obtain the health care services they need without delay. That means access to an abortion as soon as someone decides, rather than having to delay for weeks to scrape together funds to pay out of pocket.

Can a state require that all health plans offered to its residents cover elective abortions? The federal government thinks not, and the state of California is poised to lose at least $200 million in Medicaid dollars because it insists that health plans in its state cover abortion services.

In early 2020, the U.S. Department of Health and Human Services (HHS) under the Trump Administration issued a notice to California that the state’s abortion coverage mandate violated federal law. According to a December press release from the HHS Office for Civil Rights, the federal government may enforce its decision by withholding $200 million in federal Medicaid funds each quarter until the state comes into compliance.

That’s why efforts to advance universal health coverage (UHC)—an international effort to guarantee that all people, regardless of where they live, have access to essential, quality health services without financial hardship—must include strong language defining sexual and reproductive health care, including abortion care, as an integral part of health and well-being. Ipas is committed to working with the World Health Organization, governments and other partners to attain the Sustainable Development Goal targets, which include achieving UHC.

“The world still has far to go to achieve gender equality,” said Ipas Senior Technical Manager for Community Engagement Tanvi Monga in a recent opinion for Global Health Now. “Women shoulder the burden of child care, elder care, household care, family health and health-care costs—and for poor or near-poor women anywhere in the world, health-care costs can cause irrevocable financial strain.” Plus, health-care services labeled as “for women” are frequently separated from other services—and are harder to access or more expensive.

A new report from the National Health Law Program (NHeLP) found a lack of abortion coverage on the Affordable Care Act (ACA) state marketplaces, with plans in Delaware, Iowa, Minnesota, Nevada, West Virginia, and Wyoming failing to indicate whether they cover abortion beyond circumstances of rape, incest, or life endangerment.

Those plans include wording found in the discriminatory Hyde Amendment.
