How will the overturn of Roe v. Wade affect abortion rights and access outside the U.S.?

Groups that are opposed to abortion have welcomed the decision, including the Family Resource Council, which has called it "a major victory for life." But many global reproductive and women's rights groups are condemning the decision and warn that the U.S. overturning of the constitutional right to abortion will have far-reaching effects around the globe. U.S congressional leaders have announced they have reached a final spending deal for the fiscal year 2022. This bill results from months of negotiations over funding and policy decisions, including those that impact sexual and reproductive healthcare globally.

Despite the inclusion of language to permanently repeal the global gag rule passed in the House and introduced in the Senate, the final legislation fails to permanently end the harmful policy that has destroyed the lives of women and girls around the world for so many years. It also does not remove discriminatory abortion bans like the Hyde, Helms, and Weldon amendments or include much-needed new investments in sexual and reproductive healthcare and international family planning programs.

The World Health Organization is being urged to declare abortion an essential health service during the coronavirus pandemic.

In guidance notes issued last week, the WHO advised all governments to identify and prioritise the health services each believed essential, listing reproductive health services as an example.

Pro-choice advocates want abortion legalised to reduce maternal mortality.

Several advocacy groups, among them International Campaign for Women Rights to Safe Abortion, argued that religious and cultural norms should not be a hindrance for countries to enact laws on safe abortion.

“If people want to be bound by religious norms it is okay. If you have a law on safe abortion, it does not mean every woman will be forced to do it,” said Dr Shilpa Shroff, the director of International Campaign for Women Rights to Safe Abortion.

International Planned Parenthood Federation (IPPF) today launched a new report on global medical abortion access as an urgent call to action. The Her in Charge report presses governments, health, academic and NGO sectors to take immediate steps to stop women from dying and suffering disabilities due to an unsafe abortion by radically scaling up medical abortion efforts.

Nearly one in every two abortions that occur is unsafe – 25 million women each year are forced to find their own, often dangerous, solutions to an unintended pregnancy. The knowledge, the technology, and the experience to make all abortions safe abortions exist. Yet tens of millions of women each year still lack access to completely safe abortions.
