A 12-year-old girl in the US territory of Guam who was allegedly raped and impregnated will have no choice but to give birth to the child — due to lack of abortion providers on the island.

Bureau of Women's Affairs Director Jayne Flores shared the girl's story with The Pacific Daily News. "It breaks my heart that the 12-year-old girl who got raped... has to have a baby," Flores said, adding that the man was recently charged in court. "It breaks my heart that that girl will have to go through with her pregnancy because there's no one on island that will help her."

The new rule, announced last week by the Department of Health and Human Services, would prohibit family planning clinics funded by the federal Title X program from making abortion referrals — a provision that critics denounce as a "gag rule."

In late February, the Trump administration dropped a new rule that has alarmed doctors’ groups and brought conservatives closer to achieving their long quest to defund Planned Parenthood.

Clinics that receive funds from the federal family-planning grant program Title X will no longer be able to perform abortions in the same space where they see other patients. Abortion and other health-care services will be required to be physically and financially separate entities. Title X participants will also no longer be able to refer patients to abortion providers, though they can mention abortion to their patients.

In its continuing assault on reproductive rights, the Trump administration has issued potentially devastating changes to the nation’s nearly 50-year-old family planning program, Title X, which allows millions of women each year to afford contraception, cancer screenings and other critical health services.

Health clinics have long been barred from using Title X money, or any federal funds, to pay for abortions, but they have been able to provide abortions and other family planning services under one roof. Under the new rule, unveiled last week by the Department of Health and Human Services after being floated last year, a clinic that provides abortions will have to jump through an absurd series of hoops to continue receiving Title X funding. For instance, it will have to create a separate entrance to the facility for patients seeking abortions, hire separate personnel and establish a separate electronic health records system. Title X facilities will also be barred from referring patients for abortions. The rule gives discretion to the department to decide on a case-by-case basis whether facilities are in compliance.

The final rule released Friday by the Health and Human Services Department also would prohibit federally funded family planning clinics from being housed in the same locations as abortion providers, and require stricter financial separation.

Anti-choice activists convened in Washington, D.C., today at the annual March for Life protest that condemns access to abortion services. This year, the March took on a new theme: Their movement, as they’re now describing it, is “pro-science.”

Specifically, the organization is arguing that scientific research shows that life begins at conception – though their methodology is highly suspect. The Washington Post reports that the organizers used two “scientific papers” to bolster their claim that zygotes are living beings; one was written by an anti-abortion group, and the other came from the American College of Pediatricians, a socially conservative advocacy group that the Southern Poverty Law Center describes as “a fringe anti-LGBT hate group that masquerades as the premier U.S. association of pediatricians.”
