U.S. Overturn of Roe Will Embolden Anti-Abortion Movements Abroad

The U.S. Supreme Court’s decision in Dobbs v. Jackson Women’s Health Organization, which ruled that there is no U.S. constitutional right to abortion, will have ripple effects around the world, according to the International Center for Research on Women’s (ICRW) policy brief, “U.S. Foreign Policy Implications of Overturning Roe v. Wade.” While Dobbs did not change existing U.S. foreign policy regarding abortion, the brief argues that it will embolden anti-abortion movements abroad, contribute to global stigmatization of abortion, cause confusion for policy implementation and open the door for new restrictions—all of which will negatively impact the health, economic resources and well-being of women throughout the world. 

Dobbs is a reminder that current U.S. foreign aid restrictions “are not aligned with best health care practices nor consistent with human rights and bodily autonomy principles.”

President Joe Biden and I have met many times throughout my life and over the course of his political career. Our last meeting was in 2008 at the funeral of my grandfather, the late Sen. Jesse Helms of North Carolina.

Biden and my grandfather started their first Senate terms together in 1973, the year Roe v. Wade was decided by the Supreme Court. Although my grandfather was a Republican who opposed civil rights, women’s rights, LGBTQ rights, HIV/AIDS research and abortion, Biden found a way to cross the political divide and work with him on some of these controversial issues, and even helped to soften his views over the years.

Strickland Introduces Legislation To Protect Reproductive Health Rights Worldwide By Repealing the Harmful Helms Amendment

In commemoration of International Women’s Day and during Women’s History Month, Congresswoman Marilyn Strickland (WA-10) introduced the Abortion is Health Care Everywhere Act with Representatives Jan Schakowsky (IL-09), Barbara Lee (D-CA), Jackie Speier (D-CA), Ayanna Pressley (D-MA), Diana DeGette (D-CO), Norma Torres (D-CA) and over 140 original cosponsors.

This historic legislation would repeal the Helms Amendment, which attacks reproductive rights by banning the use of U.S. foreign assistance funds on abortion services overseas. Repealing the Helms Amendment is a critical step toward achieving reproductive and economic freedom and equity for millions worldwide. The Abortion is Health Care Everywhere Act is supported and endorsed by a diverse coalition of more than 170 organizations.

A group of pro-choice congresswomen launched a fresh bid this week to get rid of a policy that blocks U.S. foreign assistance funds from going to abortion care services and that its critics call a "stark example of neocolonialism."

Led by Rep. Jan Schakowsky (D-Ill.), the group of lawmakers reintroduced on Tuesday the Abortion Is Health Care Everywhere Act, which would repeal the Helms Amendment.

Abortion rights are a high-profile issue for Democrats on the 2020 presidential campaign trail. Candidates have stated their opposition to abortion funding restrictions like the Hyde Amendment and the Trump administration’s expanded global “gag rule.” But little attention has been paid in the race or the media to the Helms Amendment, a ban on foreign assistance funding for abortion.

Rewire.News asked the 2020 candidates about their stance on the anti-choice policy; ten thus far say they oppose it. The Helms Amendment—named for its sponsor, the late-Sen. Jesse Helms (R-NC)—states, “No foreign assistance funds may be used to pay for the performance of abortion as a method of family planning or to motivate or coerce any person to practice abortions.” The abortion funding ban was passed as part of the Foreign Assistance Act in 1973 in the aftermath of the U.S. Supreme Court’s decision in Roe v. Wade legalizing abortion in the United States.
