Abortion bill passed by a large majority

On 6 December 2018, the lower house of the Irish parliament passed the Regulation of Termination of Pregnancy Bill at midnight with a vote of 90 for, 15 against, and 12 abstentions, after hours of debate and consideration of 60 amendments, almost all of which were voted down with large majorities. Minister of Health Simon Harris remained in strict control throughout the process, rejecting amendments by pro-choice members to make the bill less restrictive and by conservative/anti-abortion members to make it more restrictive, claiming throughout that he was determined to give the people the bill he promised before the referendum on the 8th Amendment to the Constitution in May. A small number of conservative members fought till the end, talking at length each amendment. Then, finally, it was passed. It moved the very next morning to the upper house. Ivana Bacik, a Labour Party member in the upper house, said she thought it very likely that the bill would become law before the holiday recess later this month.

Up to 50 GPs walked out of an Extraordinary General Meeting of the Irish College of General Practitioners today, complaining that their voices have not been heard ahead of the introduction of abortion services in January.

The group of largely anti-abortion doctors wanted to vote on a series of motions but were refused that request.

The number of abortion pills seized by the Health and Products Regulatory Authority (HPRA) has risen by 57% in the last year.

Figures released by the HPRA show that 644 pills were confiscated between January and September. Some 409 pills were seized during the same period last year, and the total for 2017 was 487.

A contract for the provision of abortion services in community settings has been agreed between the Irish Medical Organisation and the Minister for Health.

The contract will be offered by the HSE to medical practitioners who express an interest in providing terminations up to nine weeks, the majority of which will occur in community settings.

The Department of Health is to meet medical colleges including the Irish College of General Practitioners, the Royal College of Physicians, and the Institute of Obstetricians and Gynaecologists to discuss clinical protocols to deliver an abortion service, a spokeswoman for the Irish Medical Organisation has said. It is the largest medical representative body and trade union in Ireland.

It was “important that medical professionals can, on a conscientious basis, choose not to deliver this service,” she said.

Ministers have been warned that GPs may use Government promises to introduce abortion services by next year as a negotiating ploy to seek “significant” fees for carrying out terminations.

The Irish Medical Organisation (IMO) has in the past used deadlines to introduce new services by a specific date to seek much higher fees from the State, the Cabinet has been told.

Moves to draw up clinical guidelines for the introduction of abortion services will begin on Tuesday through a consultation process with GP bodies and medical organisations, Minister for Health Simon Harris has confirmed.

In tandem with this, Mr Harris said he wanted to make sure “medication that up to now has been illegal in Ireland can be now used in a safe, regulated and legal manner”.
