Government expects to design ‘opt-in’ GP system for abortion
Doctors not participating will be obliged to refer patients elsewhere for treatment

The Government is expected to design an opt-in system for medical professionals willing to provide abortion services and allow doctors conscientiously object to providing the care.

The legislation to regulate the termination of pregnancy, in line with the decision made in last month’s referendum to repeal the Eighth Amendment, is being considered by the Attorney General Séamus Woulfe’s office.

Minister for Health Simon Harris said he regrets the fact all sides in the abortion referendum campaign have not condemned graphic posters showing his face alongside what appears to be an aborted foetus.

During an appearance at the Oireachtas health committee, Mr Harris condemned the posters featuring his face on what looks like a Fine Gael election poster that were put up in his Wicklow constituency and near his family home as “a very low blow and kind of disgusting.”

A heated row erupted in the Dáil after calls were made for the abortion referendum to be delayed in the wake of a revelation that some participants in the Citizens’ Assembly were not recruited randomly.

Fianna Fáil TD Eamon Scanlon called for the referendum on the Eighth Amendment to be postponed because “the whole process is compromised” following the revelations about work done by recruiting firm RED C.

Pro-choice politicians are starting a campaign to convince Fianna Fáil, Fine Gael and Sinn Féin to back a law legalising abortion in Ireland.

Repealing the Eighth Amendment, to allow abortion up to 12 weeks into a pregnancy and lifting sanctions from doctors and women was formally recommended to the government in a report published by an Oireachtas committee yesterday.

Sinn Féin will not vote against free access to abortion up to 12 weeks, its spokeswoman on health has suggested.

Louise O’Reilly said her party would record its dissent if the Oireachtas committee on the Eighth Amendment recommends legalising terminations for all women. The committee is holding its final meeting on Wednesday when it will hold a vote on what kind of abortion law would follow the repeal of the state’s constitutional ban on abortion in next year’s referendum.

Sinn Féin’s political opponents often describe the party as a cult but, on one issue at least, it is just like all other parties: views among members on abortion are divided, from top to bottom.

Unlike Fine Gael and Fianna Fáil, however, Sinn Féin will adopt a policy on abortion at its ardfheis this weekend, and all TDs will have to toe the party line, no matter what they personally believe.

Websites to reveal how many women buy abortion pills

The health service is working with websites that sell abortion pills to find out how many Irish women are illegally terminating pregnancies.

Women on Web, a website that sells the pills to countries where abortion is restricted, has agreed to share data with the HSE. The health service is also approaching other abortion pill providers with a request to share information.

It is understood that the data will reveal only the number of women buying the drugs and no personal details.

Update 3pm: Sinn Féin has said the Oireachtas should not be bound by the Citizens Assembly’s findings on abortion.

Health spokeswoman Louise O’Reilly says TDs should still have discretion to put forward their own policies on the subject.

The Assembly wants a referendum to give the Oireachtas the power to legislate on the subject, and then for laws to allow abortion in any circumstances up to 12 weeks.
