The Lagos State abortion policy seeks to achieve safe termination of pregnancy within the ambits of the law. However, like many new policies, the initiative is mired in controversies, with opposition to it coming from many sides, including the Catholic Church. In this report, CHINYERE OKOROAFOR examines the issues.

On 28 June 2022, the Lagos State Government unveiled a 40-page policy document on safe termination of pregnancy. It was designed to reduce “preventable deaths” usually caused by unsafe abortion procedures. The policy is meant to guide medical practitioners and other stakeholders on when it is lawful or unlawful to terminate a pregnancy.

Young, naive, and brilliant are a few words to describe Funke. The thirteen-year-old indigent student, always worked hard to support her single mother. This was the only way her mother, who worked as a cleaner at a nearby facility could pay for her tuition fees, books, and other important learning materials.

Suddenly, luck smiled at Funke when a private school in the outskirts of the Federal Capital Territory (FCT), Abuja, shortlisted her for a full-time scholarship for her senior secondary education.

ANAMBRA State coordinator of family planning, Mrs Stella Ekweozor has accused the church of posing the greatest challenge towards achieving the goals of family planning in the country.

In an interview with Saturday Vanguard in Awka, Ekweozor said the resultant effect is that many women embark on unsafe abortion at the risk of their lives.

In May, police officers raided a Marie Stopes clinic in Lagos, Nigeria’s capital. Witnesses said the officers harassed patients and accused them of illegally accessing confidential documents. It was the latest in a string of attacks against groups that support women’s reproductive rights. Nigerian feminists, women’s rights campaigners and LGBTIQ+ activists came together on social media to ask, “what is going on?”. A consensus was reached: there is a strategic effort to undermine our sexual and reproductive health and rights, with women’s bodies a key battleground.

Nigeria’s patriarchal conservatism is hardly news; women, girls and queer folks in this country are regularly and legally denied autonomy, the rate of sexual violence is high, while sexual and reproductive healthcare is extremely limited. Nigeria accounts for more than 10% of global maternal deaths, despite representing only 2.5% of the global population, and a 2013 study showed that only 16% of Nigerian women of reproductive age (15-49) have access to, and use, contraception.

News broke this Tuesday that the Marie Stopes International Clinic was raided by Nigerian authorities. The press release reads:

This morning a combined team of police detectives shut down the Marie Stopes Abortion Clinic in Lagos. Marie Stopes is a notorious abortion international NGO based in the UK and heavily funded from the UK.

On arrival at the abortion clinic, the police caught Dr Bernard on the verge of performing abortion on one young lady.

Country Director, Marie Stopes International Organisation Nigeria (MSION), Effiom Nyong, says 19 per cent of Nigerian youths under 25 years accessed one modern Family Planning (FP) method or the other in 2017.

Effiom said this Abuja on Friday that five per cent of this youth were between 15 and 19 years.

A Nigeria based NGO, Development Communications Network (DevComs) has called for the establishment of Youth Friendly Centres dedicated to providing sexual and reproductive health services that meets the special needs of the target group.

ABIDJAN, Ivory Coast — Marie Stopes International in Nigeria is bracing for a dramatic drop in funding, following United States President Donald Trump’s decision to reinstate the Mexico City Policy, or “global gag rule.”

MSI declined to sign onto the policy, which would require them to cut all services and information relating to abortion, and will therefore forfeit all funding from the U.S. Agency for International Development.
