On January 23, 2017, President Trump signed an executive order that bans U.S. aid to any health organization in another country that provides abortions, advocates or makes referrals for the procedure.

The full impact of the order won't be felt until September. That's when the U.S. government fiscal year comes to an end. At that point, every international organization that does not comply with the order will be excluded from U.S. funding, says Marjorie Newman-Williams, president of Marie Stopes International-US, an organization that provides contraception and safe abortion in dozens of countries.

Rates of abortion have dropped significantly across the world in the past quarter-century, but the decline has been predominantly in the developed world, according to a report.

Evidence gathered by the US-based Guttmacher Institute, a research and advocacy group for reproductive health, suggests the procedure, which kills tens of thousands of women every year, has become safer in many parts of the world.

DAKAR, Senegal — The clinic, tucked discreetly inside the student health center on the University of Dakar campus, prescribes birth control pills, hands out condoms and answers questions about sex that young women are nervous about asking in this conservative Muslim country.

The clinic performs no abortions, nor does it discuss the procedure or give advice on where to get one. Senegal, by and large, outlaws abortion. But for other health services like getting contraceptives, said Anne Lancelot, the Sahel director at the organization that runs the clinic, “there is a very high demand.”

Now, under a Reagan-era policy revived by President Trump, the clinic may no longer be able to count on aid money from the United States Agency for International Development, part of a ban on providing abortion counseling overseas that could curtail a broad range of health services, including those that go well beyond abortion.

Donald Trump's decision to block US funding for abortion services around the world could result in tens of thousands of women dying, with the decline of these services leading to millions of unsafe abortions in developing countries, aid organisations have warned.

Mr Trump signed an executive order reinstating a ban — known as the Mexico City Policy — which prohibits the US giving federal family planning funding to international health groups that provide abortion care. Shortly afterwards, the President's press secretary Sean Spicer said Mr Trump was “standing up for all Americans - including the unborn”.

But the policy is likely to hugely increase the rate of abortion in developing countries, causing the deaths of an estimated more than 21,000 women.
