WASHINGTON — After several successful state efforts to codify abortion access, Democrats are marking the 51st anniversary of the defunct Roe v. Wade ruling with an all-out reproductive freedom campaign — in an election year when abortion rights could once again help determine the balance of power in Washington.

Senate Democrats held a briefing on abortion access Wednesday focusing on the impact of state abortion bans. More than half of the Democratic caucus, including Majority Leader Chuck Schumer of New York, heard from and questioned medical professionals and experts.

State-level Democratic officials and abortion-rights advocates are discouraged by how little their allies in Congress and the White House have done since a draft opinion overturning Roe v. Wade became public.

Instead of executive actions that could increase access to abortion pills or help protect people’s medical information, national Democrats have largely highlighted what they can’t do in the Senate and focused on fueling midterm-election turnout, angering state and local leaders who feel the burden to protect and expand access is falling almost entirely on their shoulders.

Though Democrats won’t publicly admit it, they’re soon set to concede defeat on federal funding for abortion.

After months of tense negotiations, the two parties joined together last week on a government spending framework they insist will swiftly lead to a massive deal to boost agency bottom lines into the fall. Officially, they’re agreeing to save specific policy disputes for later, including the longtime debate over the half-century ban on federal funding for abortions, known as the Hyde amendment. But Republicans are already declaring victory in that battle.

For one of the last abortion doctors in Missouri, harassment, stalking and death threats are a part of regular life. But this year, it's been worse than ever.

Colleen McNicholas, the chief medical officer at Planned Parenthood of the St. Louis Region and Southwest Missouri, is one of many providers who told CBS News they've seen an uptick in violence this year, both against themselves and their clinics. They say the increased harassment has coincided with newly enacted state laws restricting legal abortion and polarizing rhetoric surrounding the procedure.

Holly Alvarado realized she might be pregnant while standing in the middle of a Walmart near Grand Forks Air Force Base, where she was stationed in 2009. Alvarado, then 22, was struggling to afford the supplies, like socks, underwear, and boots, she would need for at least six months in the Middle East. She had emptied her apartment of most belongings except for the sleeping bag she crawled into at night and crammed the rest in a storage unit, an expense that would grow over time. Alvarado had two weeks left in North Dakota before pre-deployment training began in Texas. From there, she would go on to serve her country. Alvarado knew she wanted an abortion almost as soon as she experienced her first wave of nausea in the Walmart. But Tricare, the military’s health-insurance program, would not cover the procedure.
