Trump’s reinstatement and expansion of the global gag rule has harmful effects for women, men, and children

Two years ago this month, President Trump reinstated and expanded the global gag rule – the perennial Republican policy which cuts US funding for any organisation worldwide which offers abortion services or counselling. Yana van der Meulen Rodgers, Ernestina Coast and Nicky Armstrong argue that not only will the measure – which covers a pot of nearly $10 billion in funding for NGOs – be ineffective in reducing the number of abortions, it will also harm women’s’ reproductive health as well as making other crucial health services less available to women, men, and children around the world.

Who influences whether women in poorer countries can access abortions and other sexual health services? It may surprise you, but the US president has an important part to play. This is because of the so called “global gag rule”(GGR), a US foreign policy that cuts family planning and reproductive health assistance to any healthcare provider overseas which offers and provides abortions.

JOHANNESBURG — President Donald Trump’s dramatic expansion of a ban on U.S. funding to foreign organizations that promote or provide abortions has left impoverished women around the world without treatment for HIV, malaria and other diseases, health groups say, calling it “devastating” because Trump went where no administration had gone before.

Trump in his first working day in office revived the so-called global gag rule. He expanded on previous versions so that for the first time foreign NGOs that even discuss abortion as an option are barred not only from about $575 million in U.S. family planning funds but also an estimated $8.8 billion in U.S. global health aid. And they must certify that none of their non-U.S. funding goes for abortion-related activities.

In the heat of a late September day in Mozambique, southern Africa, we started filming a meeting of young charity volunteers. They had poured heart and soul into an ambitious project aimed at combating HIV and spreading a message about contraception in the province of Gaza.

Then, out of the blue, and as our cameras rolled, came an unexpected announcement: the volunteers' work was to end because of a new policy from the United States.
