(CNN)During his presidential campaign, Donald Trump famously said that there should be "some form of punishment" for abortion. Although he later tried to walk these remarks back, he and his mostly male fellow Republicans have quietly been making headway since he took office on an agenda to make sure women have as few options as possible for reproductive choice and education, including limited access to birth control and the preventative care offered by Planned Parenthood.

The House voted on Tuesday to pass a bill that would make abortion after 20 weeks illegal in every state in the country. Called the Pain-Capable Unborn Child Protection Act, it’s based on the idea that a fetus at 20 weeks’ gestation can feel pain.

“The Pain-Capable Unborn Child Protection Act will protect the voiceless, the vulnerable, and the marginalized," said Rep. Kevin McCarthy (R-CA), the House majority leader, in a statement last month. "It will protect those children who science has proven can feel pain.” President Donald Trump has promised to sign the bill if it passes; during the campaign, he said such a bill “would end painful late-term abortions nationwide.”

In the fall of 2015, Rachel Goldberg was pregnant with her first child. She and her husband, who live in rural Missouri, were ecstatic about the prospect of starting a family, and she recalls eagerly anticipating her routine 20-week ultrasound check-up. She was excited to find out the sex—male, she would later learn—and she was hoping to get some photos to show her family and friends.
