Abortion law may be held up by the Seanad
Legislation’s passage could be delayed due to the number of Amendments tabled

A large number of amendments have been submitted for the Seanad debate on abortion legislation that begins today, threatening Government plans to have it on the statute books by Christmas.

More than 60 amendments have been put down to the Regulation of Termination of Pregnancy Bill, which passed through the Dáil last week after lengthy debates over several days and a late-night vote.

There are 22 days to go before the roll-out of abortion services on January 1. It should be a historic occasion when the overwhelming support shown by Irish voters for a woman's right to choose becomes reality.

But as the deadline looms, disquiet among some doctors that it is ambitious to the point of being unsafe has grown louder.

On Wednesday evening, as the clock ticked towards to midnight, the report stage of the Regulation of Termination of Pregnancy Bill completed its journey through the Dáil.

It was an historic occasion for pro-choice politicians who campaigned for the introduction of abortion services.

For opponents the fight continues.

The number of people seeking abortion services in Irish hospitals once they are introduced is "not going to be huge," according to the clinical adviser to the HSE's National Women and Infants Programme.

Speaking on RTÉ's Today with Sean O'Rourke, Dr Peter Boylan said he understood medical colleagues had "genuine concerns" about the introduction of such services, but said he felt "they are more around the area of change".

IT’S BEEN OVER six months since Ireland resoundingly voted yes to repealing the 8th Amendment and to giving people choice in their pregnancy.

The date of the Referendum – May 25th – will go down in history, but it was the years and months and weeks leading up to this date that truly won the vote.

The victory for reproductive rights was a hard fought, long drawn-out and emotionally draining battle. Since the euphoria and relief of that day in May, activists, campaigners and supporters have felt a collective fatigue that made it nigh impossible to click into any article on the subject.

The Minister for Health has outlined the approach he will be taking regarding the consideration of the Regulation of Termination of Pregnancy Bill in the Seanad.

Introducing the bill this afternoon, Simon Harris acknowledged that people had different views on the legislation.

While he said the job of legislators was to scrutinise, Mr Harris said he would do what he promised the people.

A number of anti-abortion TDs have proposed new changes to the abortion legislation which would require a doctor to report whether a woman had any previous abortions, what age and ethnicity she is and whether she is married.

If a medical practitioner does not do this, they could be fined or jailed for up to five years.

An amendment proposing that abortions are not sought on grounds of race, sex or disability under the Regulation of Termination of Pregnancy Bill has been defeated in the Dáil.

Following a lengthy and often tense Report Stage debate which began last night, TDs voted against the amendment by 71 votes to 21.

The Minister for Health has put forward an amendment to the Regulation of Termination of Pregnancy Bill allowing a second practitioner to carry out an abortion procedure if the first practitioner is unavailable.

The amendment relates to the three day wait period, which allows for 72 hours between a woman's first visit and the second visit.

Attempts to fully decriminalise abortion as part of new legislation have failed following a debate in the Dáil.

A number of TDs called on Minister for Health Simon Harris to support amendments to the Regulation of Termination of Pregnancy Bill which would see doctors protected from criminalisation where they act in good faith, and which would drop the current 14 year jail term.
