A group of pro-choice congresswomen launched a fresh bid this week to get rid of a policy that blocks U.S. foreign assistance funds from going to abortion care services and that its critics call a "stark example of neocolonialism."

Led by Rep. Jan Schakowsky (D-Ill.), the group of lawmakers reintroduced on Tuesday the Abortion Is Health Care Everywhere Act, which would repeal the Helms Amendment.

The Trump administration is calling on U.N. member nations to oppose efforts to promote access to abortion internationally, a move immediately criticized by reproductive rights groups seeking greater access to the services globally.

At a meeting of the United Nations General Assembly in New York on Monday, U.S. Health and Human Services Secretary Alex Azar spoke on behalf of the U.S. and more than a dozen other countries stating that abortion is not an international human right.

The US is understood to have written to UN member states urging them to join a “growing coalition” of countries rallying against abortion, in what seems to be the latest attempt by the Trump administration to rollback women’s rights.

A letter, seen by the Guardian, is believed to have been sent to governments deemed sympathetic to the administration’s view on reproductive health.

Abortion pills should be widely available and affordable, and don't need to be dispensed by highly trained specialists or in specialty facilities, according to a World Health Organization update published last week.

Abortions induced by taking pills are the safest type available. The recommended regimen is two pills, containing the drugs mifepristone and misoprostol. The pills work best on early stage pregnancies, around 10 weeks' gestation or less. The WHO has considered mifepristone and misoprostol "essential medicines" since 2005, but in the recent update, WHO experts decided that they had enough scientific evidence to strike the caveat saying the medications require "close medical supervision."

Why the fight for legal abortion is only half the battle

For years, Irish women have been forced to travel abroad or seek underground abortion services. But, a historic vote in May delivered a landslide rebuke that rescinded the country’s constitutional provision recognizing the equal rights to life of both a woman and a fetus, opening the door to expanded reproductive autonomy. The euphoria over this victory has barely settled, and already steps are being taken to curb Irish women’s hard-won right. The new front of resistance to women’s rights emerges from those who seek to allow medical professionals to deny women abortion services based on their own religious or moral beliefs. It would be a mistake for Ireland’s legislators to allow such refusals, which ultimately endanger and discriminate against women.

Since 2000, 28 countries have liberalized their abortion laws. In response to this progress, anti-choice advocates and policy makers have mounted a deliberate campaign to undermine women’s access to legal abortion services. A primary tactic has been establishing laws and policies that allow doctors to opt out of fulfilling their professional obligation to provide health care services on the basis of their personal beliefs. The use of these so-called “conscience” claims is on the rise worldwide.

In closed-door meetings at the United Nations in March, Trump administration officials pushed socially conservative views on women’s rights issues — including abstinence-based policies over information about contraception — that were further to the right than those expressed by most other countries present, including Russia and the representative for the Arab states, UN officials who attended the meetings told BuzzFeed News.

The Trump officials’ approach at the UN meeting makes it clear that the administration intends to extend its views on abortion, contraception, and sexual education beyond US borders to an extent that is unusual even for Republican administrations.

The US state department said on Monday it was ending funding for the UN population fund (UNFPA) – the first concrete move in what activists describe as President Donald Trump’s “crusade against the health and rights of women and girls globally”.

Following weeks of speculation, a letter to Bob Corker, the chairman of the US Senate foreign relations committee, announced the state department was dropping the funding because the UNFPA “supports, or participates in the management of, a programme of coercive abortion or involuntary sterilisation”.
