Poor Access to Safe Abortions Is Killing South Asian Women

Even in countries where abortion is legal, access to safe abortions remains challenging

One in every four maternal deaths around the world happens in South Asia. Lack of access to safe and legal abortions and contraceptives is a leading reason for the region’s high maternal mortality rate. According to the World Health Organization (WHO), less than half the abortions in South and Central Asia were safe.

In Bhutan, which has a 1.4 percent case fatality rate, one of the main reasons for maternal mortality is abortion complications. Section 146 of Bhutan’s Penal Code legalizes abortion only if it is to save the life of the woman, or if the pregnancy resulted from incest and rape or the mother is not of sound mental condition. Denied access to safe abortion, many Bhutanese women cross the border to neighboring India, where abortion, while legal on most grounds, remains dangerous.

Bhutan – Demand for abortion pills— a legal dilemma

The news of “demand for abortion pills rise in Thimphu” in Kuensel this week deserves our attention. The horrifying stories of abandonment of human fetuses and informal reports of unsafe abortions taking place across the border are sadly not uncommon in Bhutan. The issue of abortion is sensitive and controversial because the very nature of abortion is emotional, often against one’s social values and spiritual beliefs. It is also of moral and ethical dilemma among physicians.

Section 146 of the Penal Code of Bhutan (PCB), 2004, criminalizes abortion except when the mother’s life is in danger or of unsound mental condition or when pregnancy is a result of rape or incest. This provision is discriminatory itself as abortion is a crime only if certain criteria are not met violating the rights of both the mother and fetus.

Bhutan – Demand for abortion pills rise in Thimphu

Recently, a 25-year-old unmarried woman in Thimphu went to her friend. She was desperately looking for abortion pills. She could not find them in medical stores in Thimphu.

Staff at
one of the medical stores said that both men and women visited the drugstores
looking for misoprostol, a drug that’s used to abort pregnancy during the early
days.
