USA – Medicaid funding is resuming for Planned Parenthood after being cut off for most of a year

Planned Parenthood and two smaller regional abortion providers are resuming billing Medicaid for services other than abortion after being cut off for most of a year.

The defunding, which was mandated in President Donald Trump’s big tax and policy law last year, has been blamed in the closure of multiple clinics as well as a reduction in the number of Planned Parenthood patients being screened for breast cancer or tested for sexually transmitted infections.

USA – New Federal Medicaid Cuts Will Devastate Coverage for Reproductive Health Care

For decades, Medicaid has been central to contraceptive care and other reproductive health services for low-income people in the United States. Massive cuts to Medicaid under the recent federal budget law are poised to strip away coverage and access to care from millions of people, with far-reaching and harmful consequences nationwide.

Medicaid is the second largest source of health insurance in the United States, and it covers 21% of women aged 15–49,* the group most likely to need and use reproductive health care. The program’s role has increased substantially over the past decade after 40 states and the District of Columbia expanded Medicaid for adults with incomes up to 138% of the federal poverty level, as allowed by the Affordable Care Act (ACA).

How Some Texans Are Getting Abortions Despite a Devastating Law

In September, when the Texas law that outlaws abortions after cardiac activity is detected went into effect, experts predicted that nearly 85 percent of people seeking abortions would be too far along in their pregnancies to qualify for care. As predicted, many thousands of Texans have been denied care under Senate Bill 8, as the state’s anti-abortion measure is known. It continues to cause emotional and financial devastation for Texans who have been forced to seek care in other states. In the first four months it was in effect, nearly 5,600 Texans traveled out of state to get abortion care.

But recent data shows that the decline in the number of abortions in Texas was less than expected, dropping by about half compared to the same months in 2020.

Texas Is the Future of Abortion in America

For half a year, Roe v. Wade — the 1973 Supreme Court decision that guarantees abortion rights for all Americans — has been effectively moot in the second largest state in the country, home to about 10 percent of the nation’s reproductive-age women.

On Sept. 1, the Supreme Court allowed Texas Senate Bill 8 to go into effect — the most restrictive abortion law to do so in the United States since Roe. There’s a good chance that Texans will not see their reproductive rights restored any time soon — because Roe itself could be overturned or gutted before the fate of S.B. 8 is resolved in the courts.

Twelve years ago, one of us met with a small group of women of color to envision lifting the Hyde Amendment and doing so in a way that would transform our movement. This federal policy, which prevents Medicaid insurance from covering the costs of abortion care, had been spreading its ugly tentacles for decades and disproportionately harming people of color and low-income people. Since that fateful meeting, a campaign launched that has changed the game in terms of how we imagine the future of abortion care.

Many states have created new laws this year to limit abortion or even try to ban it altogether in the hope that the Supreme Court with President Trump’s two appointees will be more likely to approve them.

Most of the new restrictions are in the South and Midwest. In contrast, New York removed old restrictions and affirmed access to abortion. Vermont is weighing a constitutional amendment to protect abortion rights.
