Year One of Project 2025: Tracking the Trump Administration’s Devastating Campaign Against Sexual and Reproductive Health and Rights

During the 2024 campaign, President Trump repeatedly tried to distance himself from the Heritage Foundation’s far-right policy agenda Project 2025,1 claiming to know nothing about the framework or the people behind it (despite many of its authors having roles in his first administration). One year in, however, it is clear that Project 2025 is serving as the Trump administration’s playbook for implementing an extreme policy agenda at the federal level, attacking sexual and reproductive health and rights (SRHR) both domestically and globally.

… This fact sheet summarizes key components of Project 2025’s anti-SRHR agenda and then describes how and to what extent each has been implemented during the first year of the current administration.

2025 Was a Year of Chaos for Reproductive Rights Under the Trump Administration

Project 2025 initiated a war on reproductive rights that could escalate into even higher gear in 2026.

December 27, 2025

With a decidedly anti-choice Trump administration taking office at its start, 2025 was poised to be yet another brutal year for abortion rights. Advocates feared the imminent resurgence of the Comstock Act, an 1873 law that made it a criminal offense to share contraceptives, abortifacients, and information about either across state lines or through the mail.

As of now, the last month of this very difficult political year, that is yet to happen.

America’s new top health diplomat has strong opinions on abortion and gender

December 19, 2025
By Jonathan Lambert

America's new top health diplomat is Bethany Kozma. The job she took on this week — leading the Department of Health and Human Services Office of Global Affairs — does not have a high profile. And Kozma herself is not a familiar name in the world of public health.

But it is a position with power — and Kozma has a record of public statements and activism on health issues, equating abortion with "murder" and campaigning against gender-affirming care.

The Heritage Foundation goes from MAGA to MEGA — Make Europe Great Again

On the agenda: pro-natalism, freedom of expression, opposing trans rights and fighting Chinese influence.

ROME — The conservative think tank behind Donald Trump’s Project 2025 roadmap is looking for new friends across the Atlantic.

The Heritage Foundation, the intellectual engine behind the 922-page blueprint that has become the key policy manual for Trump’s second term, is partnering with a constellation of European nationalist far-right movements to export its playbook for countering progressive policies.

USA – How Viability Limits End Up Criminalizing Pregnancy

Pregnancy Justice’s legal director, Karen Thompson, warns: “We are in dangerous territory. This is our reality now.”

Nina Martin, Mother Jones
June 30, 2025

When Karen Thompson became the legal director at Pregnancy Justice a year and a half ago, she was still learning about the reproductive justice issues at the heart of the organization’s mission. But after 20 years focused on the criminal justice system, first at the Innocence Project and then at the ACLU of New Jersey, she did know a lot about racial profiling, government surveillance, law enforcement overreach, and wrongful convictions. And to her, the parallels between her earlier work and the increasing criminalization of pregnancy and abortion in post-Roe v. Wade America could not have been clearer. “We are seeing all the same kinds of issues in the repro space that people in the criminal defense space have been talking about for years,” Thompson says.

USA – 3 years after abortion rights were overturned, contraception access is at risk

June 23, 2025
Cynthia H. Chuang, Carol S. Weisman

On June 24, 2022, the U.S. Supreme Court decision in Dobbs v. Jackson Women’s Health Organization eliminated a nearly 50-year constitutional right to abortion and returned the authority to regulate abortion to the states.

The Dobbs ruling, which overturned Roe v. Wade, has vastly reshaped the national abortion landscape. Three years on, many states have severely restricted access to abortion care. But the decision has also had a less well-recognized outcome: It is increasingly jeopardizing access to contraception.

Argentina used as a ‘testing ground’ for eroding abortion rights, warns Amnesty

Alarm as Javier Milei’s government curbs state supply of abortion pills and seeks to reverse landmark legalization

Harriet Barber in Tucumán
Wed 28 May 2025

Argentina is being used as a “testing ground” for stripping back abortion rights internationally as it cuts funding for contraceptives and ends the distribution of abortion pills, Amnesty International warned on Wednesday.

Before the inauguration of President Javier Milei in December 2023, the state bought abortion pills, which were then distributed for free through the public health system.

USA – RFK Jr. Is Coming for Abortion Pills

And he’s relying on bogus science to make his case.

Julianne McShane, Mother Jones
May 15, 2025

Earlier this month, the Trump administration scored seemingly positive headlines when it asked a federal court to dismiss a case brought by three Republican states seeking to restrict telehealth access to mifepristone, the first of two drugs used in a medication abortion.

Several news outlets claimed in headlines that the administration would “defend” access to the pills, despite the fact that Project 2025 and several of Trump’s top appointees have made it clear that they believe access to mifepristone—which, along with the second drug, misoprostol, now account for more than 60 percent of all abortions that occur nationwide—should be drastically rolled back, as I have previously reported. In reality, the administration merely argued the states do not have standing to sue and did not weigh in on the underlying issue of access to the pills.
