Doctors stage walkout at meeting over abortion services

Up to 50 GPs walked out of an Extraordinary General Meeting of the Irish College of General Practitioners today, complaining that their voices have not been heard ahead of the introduction of abortion services in January.

The group of largely anti-abortion doctors wanted to vote on a series of motions but were refused that request.

Private firms are to be used to provide scans for women as part of the provision of abortion services from next year, due to long waiting lists in the public health system.

The Health Service Executive (HSE) has asked private operators to tender for the provision of all forms of ultrasound at 12 sites across the country. Part of this service will relate to maternal care, including scans ordered by GPs for women seeking a termination of pregnancy, it is understood.

A group of pro-life doctors have accused the Irish College of General Practitioners (ICGP) of "completely sidestepping" their concerns around the roll-out of abortion services.

However, the College emphasised no doctor who has a conscientious objection to abortion will be required to provide the service.

The Government hopes to pass abortion legislation before Christmas and Taoiseach Leo Varadakar has said he is confident the Government’s timeline to have pregnancy termination services available in January 2019 can be met.

Those are both big asks as the process of setting up the service has already met a number of hurdles. In the first instance, there remains a cohort of TDs and senators opposed to introducing abortion services here and they will do anything they can to stop or delay it.

A quarter of GPs will not provide an abortion service and would be reluctant to refer a pregnant woman to a colleague, a survey by the Irish College of General Practitioners (ICGP) found.

The ICGP’s online consultation process noted only a third (32%) of the 3,500 GPs surveyed are currently willing and able to provide termination of pregnancy services.

Hundreds of GPs have signed a petition calling on the Irish College of General Practitioners (ICGP) to convene an Extraordinary General Meeting to ensure that all views are reflected in discussions around abortion legislation.

Committee stage of the Regulation of Termination of Pregnancy Bill will begin in the Oireachtas next week, when amendments will be discussed.

Ultrasound machines used by GPs to examine women seeking a medical abortion need to be reliable, otherwise there is a risk of a reading error similar to mistakes made by CervicalCheck, a leading GP has warned.

Dr John O'Brien, president of the Irish College of General Practitioners (ICGP), said the provision of ultrasound machines used to date a pregnancy is one of the many areas that must be worked out before services to provide abortion up to 12 weeks of pregnancy are ready.

The removal of the Eighth Amendment to the Constitution on May 25th guarantees improvements in the healthcare that can be delivered to Irish women and girls. The proposal to allow for unrestricted access to abortion up to 12 weeks has been given a clear mandate, with the Irish people voting two to one in favour.

It is reasonable to conclude that Irish general practitioners, reflecting the views of the electorate, were also largely in favour; indeed it could be argued that they will have been more likely to be pro-repeal as they provide healthcare to people who are pregnant and sometimes this involves crisis pregnancies.
