TDs reject ‘means-test’ for access to abortion

Attempts to ban public funding for abortions could lead to means testing for those seeking terminations and discrimination against impoverished women, TDs have warned.

The comments came as the Dáil continued to debate the passage of legislation to enact the Yes vote to grant women access to abortions.

Sinn Féin will decide next Monday whether to hold a special national conference to decide if the party will back the Government proposal to allow unrestricted access to abortion during the first 12 weeks of pregnancy.

Party sources say there are differing opinions internally on whether Sinn Féin should take a position, including how any divisive debate could impact on leader Mary Lou McDonald.

Ireland was at its least Christian point during its most Catholic years, Fine Gael TD Kate O’Connell has told the Dáil debate on abortion.

Ms O’Connell, who supports the repeal of the Eighth Amendment to the Constitution, which guarantees the equal right to life of the unborn, said the position of the Catholic Church had been sewn into the Constitution in 1937, two years after the sale, advertising and importation of contraceptives was banned.

Pro-choice politicians are starting a campaign to convince Fianna Fáil, Fine Gael and Sinn Féin to back a law legalising abortion in Ireland.

Repealing the Eighth Amendment, to allow abortion up to 12 weeks into a pregnancy and lifting sanctions from doctors and women was formally recommended to the government in a report published by an Oireachtas committee yesterday.

Members of the Oireachtas committee on the Eighth Amendment have criticised colleagues who alleged its work displays bias or who have attacked the committee chair.

Earlier, Social Democrats TD Catherine Murphy said a lot of the contributions to the committee had been factual rather than biased, and the claim that the committee was operating in a biased manner was “utter nonsense”.

The National Women’s Council, the largest representative organisation for women in Ireland, will launch a campaign this week to appeal to the “middle ground” in the abortion debate.

The campaign, called “Every Woman”, will move away from the themes of choice and rights, and focus on women’s needs and the realities of their lives, according to people familiar with it.

Sinn Féin is to agree an amended position on abortion at its Ard Comhairle next Saturday, allowing for terminations when a mother’s health is at risk.

The party currently advocates for a repeal of the Eighth Amendment of the Constitution and enacting legislation to allow for abortion in cases of rape, incest and fatal foetal abnormality.
