Birth Control Gets Caught Up in the Abortion Wars
The Trump administration’s cruel new family planning rule threatens access to contraception and other health care for poor women.

In its continuing assault on reproductive rights, the Trump administration has issued potentially devastating changes to the nation’s nearly 50-year-old family planning program, Title X, which allows millions of women each year to afford contraception, cancer screenings and other critical health services.

Health clinics have long been barred from using Title X money, or any federal funds, to pay for abortions, but they have been able to provide abortions and other family planning services under one roof. Under the new rule, unveiled last week by the Department of Health and Human Services after being floated last year, a clinic that provides abortions will have to jump through an absurd series of hoops to continue receiving Title X funding. For instance, it will have to create a separate entrance to the facility for patients seeking abortions, hire separate personnel and establish a separate electronic health records system. Title X facilities will also be barred from referring patients for abortions. The rule gives discretion to the department to decide on a case-by-case basis whether facilities are in compliance.

Reproductive rights groups were outraged when the Trump administration announced plans to cut off family planning funds for healthcare providers that offer abortions. Now they’re headed to court to battle the new rule.

At least three groups have announced plans to sue over the measure, which would effectively ban providers like Planned Parenthood from receiving funds through Title X—a federal program to help low-income Americans access family planning services.

On a Monday evening in May 2016, Carol Everett sent an email to fellow anti-abortion activists detailing “an extraordinary pro-life opportunity.” Her nonprofit, the Heidi Group, she said, had spent the past year pushing for nearly $40 million in funding to help Christian pregnancy centers “bless many poor women” across Texas.

“It is no exaggeration to say this is the greatest possibility for expansion of pro-life care for the poor ever,” she wrote.

I had my first encounter with our nation's abortion debate on an otherwise unremarkable day when I was about eight.

The details are fuzzy — I don't remember where I was exactly or where my mother and I were driving to — but I starkly remember the protest signs bearing graphic images of aborted fetuses surrounding our car. I remember crying, terrified, in the back seat. Despite this experience, I wouldn't learn exactly what the word "abortion" entailed until long after I was sent to Catholic school.
